Secondly, federal funding in regards to programs for the sciences increased dramatically upon the federal realization that the Soviet educational system was scientifically superior to that in the United States. Recently, the cultural shift which is taking place within the United States will also impact the educational system in regards to cultural policies, teacher education, linguistic programming, student population considerations and social programming among other factors influenced by the growing Hispanic population within the country.
